Although there are not alerts associated with our database change history feature this will allow you to see all changes made to your databases.  If you set an alert on any non-filtered view to notify you on "changed records that stay in the view" this will send you an alert when any change is made to any record.  You would have to view the change history of that record on the alert to see what was changed.
